NJ business file and registry issues.?

My intention is to acquire a brand name and a license to retail for an account wholesale. The plan is to develop a network-based store front to start. I will put everything back I plan on more inventory until you can open a flea market Interior, and finally, a physical store in three years time frame. I I have my niche. I would like at this time to acquire the business license in New Jersey retail. Do I need to register an LLC or DBA to acquire a business license?
